The BSPS will support and enhance the overall strategy for poverty reduction as described in Kenya's poverty reduction strategy "The Economic Recovery Strategy for Wealth and Employment Creation" by assisting the Government of Kenya in creating an enabling environment for the private business sector. The overall development objective of the BSPS is: "The private sector developed to facilitate economic growth, to improve competitiveness and to ensure long-term employment generation as means of sustainable poverty reduction."

The Business Sector Programme Support (BSPS) for Kenya was developed during 2005 and approved in November 2005. The programme covers the period 2006 to 2010.

The Business Advocacy Fund (BAF) aims to promote and support the dialogue between the private sector and the Government for the improvement of the enabling environment for business. It will target Business Membership Organisations (BMOs), a primary role of which is to engage with government on the legal and regulatory framework for business. BAF is funded by the Danish International Development Agency (DANIDA).
